City Council Highlights - February 27, 2017

At its meeting February 27, 2017, Sarnia City Council:

Reported out of the 3:45 p.m. Closed Meeting: Sarnia City Council met in closed session to discuss a citizen appointment to the Sarnia Police Services Board. Staff were directed to advise the successful applicant of the appointment, and that the appointment be made public at the next meeting of Sarnia City Council.

Held a public meeting to consider an Official Plan Amendment and rezoning application to allow a craft brewery at 1326 London Road.

  • Approved the Official Plan Amendment and rezoning application to permit a craft brewery at 1326 London Road.

Presented Flight Sergeant, John Hemstreet, with the Bronze Level of the Duke of Edinburgh award.

Heard a presentation from Peter Hungerford, Director of Economic Development and Corporate Planning, unveiling the new Sarnia Harbour promotional video created by Dragonfly Media. The video will be available to view at http://www.sarniaharbour.com/.

Heard a presentation from Matt Hutchinson, Age-Friendly Research Coordinator at Lambton College, regarding the Age-Friendly Sarnia Action Plan. Received the Age-Friendly Action Plan for information with consideration of endorsement at the March 20, 2017 Regular Council meeting.

Approved in concept a Bravery Award Policy which awards individuals who put themselves at risk to help their fellow citizens. A recognition ceremony shall be held at the next regular Council meeting for Matt Gordon, the inaugural winner.

Granted a Noise By-Law Exemption to the County of Lambton for overnight work associated with the resurfacing of London Road between Murphy Road and Finch Drive/Lambton Mall Road. Work will commence in late June or early July, with night hours of 7:00 p.m. to 6:00 a.m.

Granted a Noise By-Law Exemption to the Bluewater Health Foundation for the “Do It For Sarnia” event to be held on May 5, 2017 until 11:00 p.m. on Davis Street (between Christina Street and Front Street).

Authorized the Director of Finance to write-off all taxes, penalty, interest, and all other charges outstanding against the property located 402-404 Front Street North. Authorization to write off these taxes as uncollectable would allow the City to charge back the proportionate shares to the County and School Boards, and collect property taxes from the new owner going forward.

Approved the 2017-2020 Accessibility Plan and the 2017 Annual Accessibility Report. The 2017-2020 Accessibility Plan includes information about steps the municipality is taking to identify and remove accessibility barriers in the City’s facilities, properties, programs and services. The 2017 Annual Accessibility Report includes information about the accomplishments of the City of Sarnia in 2016 and updates Sarnia City Council and the public regarding the status of the 2012-2016 Municipal Accessibility Plan. Planned objectives for 2017 include:

  • Improve the accessibility of the sliding doors at City Hall and install accessible counters on the 2nd and 3rd floors at City Hall 
  • Improve access to Canatara Beach
  • Accessibility Review of Canatara and Germain Parks
  • Implement Charging Station Friendly Business Program for mobility scooters
  • Establish Breaking Barriers to Business/Stop Gap
  • Adopt Ottawa Design Standards
  • Implement Age-Friendly Sarnia
  • Accessibility improvements to Clearwater Arena
  • Review training for AODA and Integrated Accessibility Standards Regulation (IASR) for City staff

Awarded the tender for janitorial services for City Hall to H & S Commercial Cleaning, at a total cost of $163,906 including non-rebateable HST for a three year term.

Awarded the tender for the janitorial services for the Strangway Centre, the Lawrence House, Sarnia Transit, Public Works Devine Street and Public Works Telfer Site to CCS at a total cost of $160,933 including non-rebateable HST for a three year term.

Accepted the low tender submitted by Westhoek Construction in the amount of $83,249.86 including the non-rebateable portion of HST for the construction of family accessible washrooms at Sarnia and Clearwater Arenas.

Appointed Councillor Gillis and Councillor White to the Procedure By-Law Review Committee.

Authorized the temporary closing of Talfourd Street, Margaret Street, Emma Street and Stuart Street for the purpose of complete reconstruction and related works. Accepted the low tender submitted by Van Bree Drainage and Bulldozing Ltd. in the amount of $4,901,012 including the non-rebatable portion of HST.

Directed staff to report back to Council regarding a proposed food and beverage plaza on the Front Street parking lot and other waterfront land as well as pedestrian realm improvements to the George Street waterfront linkage.

  • Directed staff to consult with adjacent downtown business owners and the general public, in order to receive correspondence on the proposal and be included in a future report to Council.

Asked Sarnia Police Services to review unfounded sexual assault cases from 2010-2014 to determine if Sarnia is in fact at 19% unfounded cases, and how this can be improved.

Received a letter from the Medical Officer of Health regarding water fluoridation and requested a report from Lambton Area Water Supply System (LAWSS) to determine if changes to prevent fluoride exceedance have been put in place.

Received and filed a sponsorship request from the Sarnia-Lambton Chamber of Commerce for the Outstanding Business Achievement Awards.

Received the calculation of the City’s Annual Debt and Financial Obligation Limit as at December 31, 2016.

  • The City’s debt capacity has increased from $145.3 million in 2012 to $161.7 million in 2016.
  • In January the City renegotiated two RBC debt instruments and rolled them into one combined loan for $6,330,720 amortized for 15 years, with a 5 year fixed interested rate of 2.23% in relation to the Progressive Auto Sales Arena facility. This maintains the maturity date of January 28, 2031 and results in a significant interest savings of $1,371,321 over 15 years.

Received and filed the Treasurer’s Statement – Development Charges Reserve Fund as at December 31, 2016.

  • Balance in the Development Charges Reserve Fund on January 1, 2016 was $9,325,752.
  • Development charges collected during 2016 amounted to $1,275,573.

Received the Draft Investment Policy with consideration of approval at the April 10, 2017 regular Council Meeting.

Received the Draft Body-Rub Parlour By-Law for consideration of endorsement at a Regular Council Meeting following the public notice period.

Received the Corporate Strategic Plan for consideration of endorsement at the March 20, 2017 Regular Council meeting.

Noted that the next Regular Meeting of Sarnia City Council will be held on March 20, 2017 at 4:00 p.m.
