Public Meeting May 7: 338 Christina St. S and Former Sarnia General Hospital Site

CITY OF SARNIA NOTICE OF PUBLIC MEETING

Please be advised that public meetings to consider the below-noted applications will be held by Sarnia City Council in the Council Chambers at City Hall on Monday, May 7, 2018 at 4:00 p.m.

Persons wishing to speak to the applications are requested to notify the City Clerk on or before noon Wednesday, May 2, 2018 in order to be placed on the agenda, although anyone in attendance will be given an opportunity to address Council on this matter.

REZONING APPLICATION 3-2018-85 of 2002 is submitted by Dan Beauvais for the subject land located at 338 Christina Street South.

The subject land is zoned “Urban Residential 4-6 Site Zone (UR4-6)” in Zoning By-law 85 of 2002, which permits a range of residential uses, and commercial uses, including: offices, personal service shops, restaurants without eat-in facilities, retail establishments, and service shops.

 

PURPOSE AND EFFECT

It is proposed that the UR4-6 Site Zone be amended by deleting the commerical “Permitted Uses” that are listed in the UR4-6 Site Zone. A multiple dwelling with three (3) dwelling units would be added as a use permitted in the UR4-6 Site Zone and site zone regulations would be established for the use.

The proposed zone change would recognize the existing two-storey building on the site as a multiple dwelling with three (3) dwelling units, and site zone regulations would be established for lot area, frontage, setbacks, parking and landcaping requirements

Official Plan Amendment No. 11 and Rezoning Application 5-2018-85 of 2002 are submitted by Monteith Brown Planning Consultants on behalf of the owners.

Please be advised that applications have been received to redevelop the former Sarnia General Hospital site (220 Mitton Street N. and 327 George Street) into a mixed use development on the subject site. The proposal outlines commercial, medical and residential uses including a 2,322m2 (25,000ft2) crisis care facility.

More specifically, the applicant has proposed the following amendments to the Official Plan and Zoning By-law:

  1. Amend the Official Plan by changing the designation of a majority of the lands from Urban Residential to Mixed Use.
  2. Amend the Official Plan by changing the Site and Area Specific Policy that applies to the lands to permit additional uses within the Mixed Use designation including:
  1. Crisis Care Facilities
  2. Long Term Care Facilities/Retirement Homes/Nursing Homes, and
  3. Apartment Buildings
  1. Amend Zoning By-law 85 of 2002 by changing the zoning of the lands from “Interim Use 1-2 (IU1-2)” to a site-specific “General Commercial 1-11 (GC1-11)” zone and a site-specific “Urban Residential 1-1 (UR1-1)” zone.  The proposed zoning amendment would permit a variety of uses including commercial, medical centres/clinics, a crisis care facility and residential uses.

PLANNING ACT INFORMATION FOR REZONINGS

If you wish to be notified of the decision of the Council of The Corporation of the City of Sarnia on a proposed zoning by-law amendment, you must make a written request to the City Clerk.

  1. If a person or public body would otherwise have an ability to appeal the decision of the Council of The Corporation of the City of Sarnia to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Council of The Corporation of the City of Sarnia before the by-law is passed, the person or public body is not entitled to appeal the decision.
  2. If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of The Corporation of the City of Sarnia before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

  1.
